South Korea KCs Update: AI and Robots Transform Refinery Safety

GS Caltex has completed a major overhaul of its Yeosu refinery in South Korea, highlighting the growing role of digital technologies in industrial plant safety and operations. The development is particularly relevant to South Korea KCs certification considerations for industrial machinery and equipment used in manufacturing and petrochemical environments.

The company invested approximately 200 billion won ($135 million) in the turnaround, which covered nine processes and involved an average of around 3,000 workers per day. A turnaround involves temporarily shutting down refinery or petrochemical operations so that critical production facilities can undergo extensive inspection, maintenance and replacement of aging components.

Industrial machinery and equipment as well as robotic products usually require KCs certification in order to be approved for import and sale in South Korea.

Digital Technologies Support Safer Refinery Operations

The turnaround incorporated robotics, artificial intelligence and digital tools as part of GS Caltex’s broader digital and AI transformation strategy. These technologies were introduced to improve workplace safety, simplify maintenance activities and increase operational efficiency.

One example is MOVision, an application developed to help workers locate electric motor-operated valves throughout the refinery. Because large industrial sites may contain significant numbers of these valves across widely distributed locations, finding individual units for scheduled maintenance can be challenging. The system combines Google Earth with 3D modeling and uses color indicators to show when work has been completed.

GS Caltex also deployed a tube-cleaning robot to address difficulties associated with cleaning heater tubes with complex structures. The robotic system can access areas that are otherwise difficult to reach, helping maintain thermal efficiency while reducing unnecessary fuel consumption.

AI-powered surveillance cameras were another component of the safety measures. The cameras can identify potential risks in real time, including whether personnel are wearing protective equipment and whether workers are approaching heavy machinery.

KCs Certification and South Korean Market Access

The increasing use of robots, automated machinery and digitally controlled equipment in South Korean industrial facilities underlines the importance of assessing applicable regulatory requirements before placing such products on the market. KCs certification is part of South Korea’s occupational safety framework and can apply to certain machinery and protective equipment, depending on the product type and applicable regulatory classification.

Manufacturers and exporters supplying equipment for refinery, petrochemical and other industrial applications should therefore determine whether their products fall within the scope of KCs requirements. Depending on the equipment, conformity procedures may involve technical documentation, safety evaluations or other applicable compliance measures.

GS Caltex stated that combining operational expertise with digital and AI technologies had improved both safety and efficiency during the turnaround. The project illustrates how advanced automation is becoming increasingly integrated into heavy industrial operations in South Korea, making product safety and regulatory compliance important considerations for suppliers seeking access to the Korean market.
